The government has already set home-building, particularly in the heavily-populated south east of England, as one of its priorities. Thames Gateway, a home building schemes around the Thames estuary, would see 160, 000 new homes built by 2016, if current plans are implemented. In a further bid to alleviate the problem of low-paid public sector workers being unable to get on to the property ladder, the government has also set up the Key Worker Living scheme. This has seen 7, 400 cheaper homes being made available over the latest year for 2005/06, the latest period for which figures are available. However, according to Firstrung, this is not enough. Chief executive Paul Holmes commented: "Without mass building of starter homes circa, with the repatriation needed after World War Two, it's impossible to build ourselves out of the problem we have to create affordable housing. "We've reached the zone of the end game where there are no more political budges and soundbites ready to be delivered and only solutions can be delivered and I don't think the political will is genuinely there for the key worker home." In effect, this extends the government's loan to the troubled mortgage lender to around 60 billion - equivalent to a 2, 000 exposure for every taxpayer in the country. Northern Rock suffered a collapse earlier this year due to its market exposure to the meltdown of the US sub-prime mortgage industry. This in turn triggered a bank run, which saw customers queuing outside branches of Northern Rock unsure that their deposits would be covered by the firm - causing the government to intervene. Since September, it has been providing financial assistance to the firm to enable it to keep trading. In a statement, the Treasury said that, in addition to deposits and borrowings in and from Northern Rock - in other words, bank accounts and mortgages - the government s guarantee will now xtend to "a wider range of wholesale products ". It added: "No change is being made to the guarantee arrangements in respect of retail deposits which remain fully protected." The Treasury also said that the guarantee would remain in place until the end of what it termed the "current instability " of global financial markets. A report by Equifax said banks can not stop lending because they depend on it for profit and survival. But they will be more cautious of those they lend to. Equifax external affairs director, Neil Munroe argued they are unlikely to stop lending. He further warned that people rejected by main banks would resort to taking out loans from the next tier of lenders. Meanwhile, the Bank of England is considering a plan to ease the credit crisis by allowing banks to swap their mortgage based assets for government bonds. This will allow the banks to offer new mortgage loans to borrowers. Although the central bank would not comment on this issue, it has been widely reported in the media that government sources said a deal to help liquidity is nearly sealed.
